FEBRUARY
CONGRESSIONAL ART COMPETITION
FOR NORTH TEXAS HIGH SCHOOL STUDENTS

"An Artistic Discovery" is the annual nationwide Congressional High School Art Competition initiated by Members of the U.S. House of Representatives. Each Congressional District may host its own competition, and since the competition was first launched in 1982, hundreds of thousands of students have participated in over 5000 locally conducted contests.

This spring, several North Texas Congressional offices will hold contests. The winning student from each district will have his or her artwork displayed in the U.S. Capitol complex for one year! In addition, the winners and their two guests are invited to the nation's capital in the summer to attend a ribbon-cutting ceremony honoring the winning artists from across the country and opening the 2008 "An Artistic Discovery" exhibition. Thousands of people visiting the nation's capitol, as well as Members of Congress and their staffs, are able to walk through the exhibit daily, viewing artwork from Congressional districts throughout the country-each piece highlighted with the name of the work and student artist.

THSC PAC Announces Effort to Restore Parental Rights

Some years ago THSC (Texas Home School Coalition) was contacted by a home school mom in West Texas who was desperate for help in fighting a lawsuit against her family, which had been filed by her father. The following is her story:

She was married to her second husband and had one child from the previous marriage and two by her current husband. The family was of humble means and had chosen to homeschool because they were concerned about the negative influences of their children's peers in the public school. Her parents, however, did not agree with this decision and, in fact, believed that the parents were being "overprotective"; they were especially critical of decisions related to the oldest child. During one time together with the family, the grandfather physically attacked the husband in front of the whole family. As a result, the parents sought and received a restraining order to prohibit the grandfather from being with the family.

The grandparents responded by filing suit under the Grandparent Access Statute. The grandparents' lawyer claimed that it was in the best interest of the children to have visitation with their grandfather. The children's emotional well-being, he argued, would be significantly impaired because they were being homeschooled and did not have enough interaction with other children. In spite of the history of assault upon the father, the judged ordered visitation for both grandparents. The grandparents continued the legal action against the parents for years, seeking more and more control of the children. At one point, they told the parents they would drop the lawsuit if they could have custody of the oldest child while the parents maintained custody of the younger two. After many years of litigation, the parents finally yielded and allowed their oldest child to live with the grandparents.

In a similar case, a family in Houston had homeschooled for many years, against the strong dissent of the paternal grandparents. The grandparents strongly disagreed with many of the views of the parents, including religious beliefs and educational decisions of the family, and the father told his parents at one point that if they continued to interfere and cause discord, they would not be allowed to visit the children. Then the father suddenly became ill with cancer and died within six months.

The grandparents began their attack almost immediately after their son's death. A CPS (Child Protective Services) caseworker later testified in court she was certain the grandparents had been responsible for a phony tip that the mother had made a death pact to kill herself and all her children so they could join the soul of the deceased husband and father. The grandparents filed suit for visitation, and the mother unwisely took her children and moved out of the country, without notifying the authorities. The grandparents then amended their suit from visitation to custody. In the absence of the family, a judge gave a default judgment of custody to the grandparents who then spent $200,000 to find the family. Armed soldiers forcibly removed the children, allowing the mother to accompany them, only to be arrested when she reentered the country. The mother was indicted for interfering with child custody and jailed with bonds set totaling three million dollars. She spent several months in jail, until the bond was lowered to $30,000. A court-appointed attorney for the minor children said she had interviewed each child and was moved by how close they were to their mother and by their desire to be with her. The grandparents sought joint custody and wanted to make the educational decisions for the children. After three and a half years of litigation, the mother finally regained sole custody of her children. Unfortunately, not all such cases have this positive an ending.

These kinds of stories are not unusual. In fact, recently a widow, whose husband was killed in the military overseas, was sued by the paternal grandparents within two weeks of her husband's death. Hundreds of families have lived through such nightmares. Others continue. The Texas Supreme Court has ruled in two such cases-in 2006 and 2007-in the parents' favor. In both cases, after the Supreme Court's ruling, the local judge allowed the grandparents to simply file suit again. These and many other parents face the stark choice of bankruptcy or yielding to the unreasonable demands of grandparents regarding the upbringing and education of their children.

In 1995 the Texas legislature amended the Family Code to allow grandparents to sue parents, or others who had custody, for access to their grandchildren. This type of legislation has been adopted in virtually every state in the nation, driven by powerful senior citizen groups. The purpose was to allow a means to have access for grandparents who were being kept from their grandchildren. This change has had unintended consequences that are destroying Texas families and undermining the fundamental right of parents to direct the education and upbringing of their children. The law was amended again in 2005 to allow grandparents to sue for actual possession, in addition to mere access. The statute sets a lower standard of evidence required for access or possession than is required under other parts of the Family Code for custody. That must change. However, in the last legislative session, THSC Association supported HB 3971 by Bryan Hughes, which would have addressed many of these issues in the current law. The bill did not pass.

How do we restore parental rights in this area and stop this abuse?
We must change the law!

The first step in changing this law is to make Texas home schoolers and all parents aware of the problem and how and why the law needs to be changed. THSC will support the Texas Parental Rights Restoration Act (TPRRA) in the legislative session next year. Please forward this information to others. The TPRRA will be modeled on HB 3971 from last session. For more information on this legislation and reasons that this law needs to be amended, read the talking points and the commentary.

The second step in changing the law is to speak now to your legislators (state representatives and state senators), while most of them are running campaigns for election or reelection. If they have contested races in the primary or general election, they will very likely be much more responsive to any questions or concerns that you have. In fact, when I asked a legislator earlier this week to co-sponsor the TPRRA, he told me that a home schooler had spoken to him a week before on the issue and that he would be glad to make that commitment. I also received a call from another legislator whose home school constituents brought her a copy of the February issue of the THSC Review magazine with an article on the issue. They convinced her to support the legislation. Those candidates whom THSC PAC has endorsed and who have committed to co-sponsoring the TPRRA will be noted on the PAC Web site. If your legislators or candidates for state House or Senate have not made that commitment, call them and ask them to do so. The more calls they get on this, the more seriously they will view the issue and the more likely they will be to sign on as supporters.

The third step in fixing this problem is to elect legislators sympathetic to our cause. We need to have a heavy voter turnout of home schoolers in the primary election on March 4. THSC PAC plans to mail this message to every household on the THSC list (almost 60,000), encouraging people to vote for candidates who support parental rights and to get their friends and family to do so as well. When candidates see and hear from many voters on this issue and have these same families support their campaigns and help them get elected, they will more likely be in favor of this issue before they even get to Austin.

In order to do the mailing, we must raise $25,000. I often tell candidates that THSC PAC is like Peter in Acts, "Silver and gold have I none." What we do have, however, is lots of home schoolers who are willing to spend their time and effort to help elect good candidates who support parental rights. When we have been able to raise the funds to do such a mailing in the past, we have always received feedback from some who tell us the only reason they voted was because they had received our mailing and knew for whom to vote. Early voting starts on February 19th, and we need to send this mailing as soon as possible. If you can make a contribution to help us accomplish this goal, it would move us much closer to amending the law and protecting parental rights to direct the education and upbringing of their children. You may contribute online. When you get to the payment screen, type "PAC Contribution" in the special instruction box. (Please note: PAC contributions are not tax deductible.) The fourth step is to repeat this process during the general election in November, to finish electing to the Texas legislature candidates who believe that a parent's right to direct the education and upbringing of their children is fundamental and must be protected.

Another step in this process will be participation in the interim committee study of this issue, which has been established for review in both the Texas House and Senate. We will make parents aware of the hearings that are held and encourage people who have suffered such problems to give testimony. These committees will make a recommendation to the legislature next year about changes to the law that should take place. If you are not on the THSC PAC E-Newsletter list, please register for free regular updates on this and other issues of importance to the home school community of Texas.

Next year THSC Association will lead the fight to gain support for the TPRRA at the legislature and in meetings and rallies across the state. We will also sponsor a rally at the Capitol on this issue to show grassroots support to restore parental rights.

Please pray for THSC Association and as we seek to use all the means at our disposal to restore parental rights. Time is short before the primary, but we have already seen significant movement on the part of many legislators; you can help us turn the tide in favor of parental rights with your participation and support.

Boy Scouts to Host a Two-Day, Multi-County Event for Home Schoolers

The Boy Scouts of America loves home-schoolers, and is planning a special event for home school families in April!

The Longhorn Council of the Boy Scouts of America, which covers 23 counties in North Texas, is hosting two-day information meetings on April 3 and 8th at 3:00 p.m. for home school families interested in scouting. The event will take place in 18 locations throughout the North Texas area.

Families can visit one of 18 locations to learn more about the Boy Scouts and the different scouting options available. Families will be able to ask questions, meet local scouts, and register for the type of scouting that best suits their needs.

The Boy Scouts offer several different scouting options, depending on the needs of your family:

Lone Scouts - Home school families are eligible to register boys age 7 and up for this program. Lone Scouts is a program that allows a boy to work individually with a parent or counselor to achieve the scouting requirements in Cub Scouts and Boy Scouts.

Cub Scouts - Families may register boys ages 7-10 to join an existing Cub Scout pack that is close to their residence. Boys are separated by age/grade and learn the skills and values of Cub Scouting along with other boys in their neighborhood. Group outings, camping experiences, and making new friends with similar morals and values is a benefit to this program. At the event, parents will be given the contact information for these groups to help them find a pack near them.

Boy Scouts - Families may register boys ages 11 and up to join an existing Boy Scout Troop that is close to their residence. Boy Scouts is a boy-run program advised by a team of adults. The boys elect leaders from their group to act in leadership positions for the troop. The troop is broken down into patrols where a patrol leader is elected. The boys work together to learn the skills and values of Scouting and then put them to use on outings and campouts.

Forming a new Cub Scout Pack or Boy Scout Troop - Home school support groups will have the opportunity to form a Pack or Troop with their families that are interested in scouting. More information about this option will be provided at the meetings.

Venturing - This program is for boys and girls 14 to 20 to learn real world experiences as a group. The group takes real scenarios and like “how to buy a car” and figures out how it really works.

4. TEXAS STATE FISH-ART CONTEST

ENTRIES DUE MARCH 31, 2008

The Texas Freshwater Fisheries Center is the official host for the Texas State-Fish Art Contest sponsored by Wildlife Forever. All Texas entries in the annual contest are to be sent to TFFC for judging. Winning Texas entries will be forwarded to Wildlife Forever to compete for national best of show and art of conservation stamp honors.

Who Can Participate: All Texas students in grades 4 through 12.

Categories: State-Fish Art Contest entries are judged in three categories: grades 4-6, grades 7-9 and grades 10-12. One Texas winner from each category is selected each year.

Winners are invited to attend the national awards ceremony at Minnesota's Mall of America each summer. Winning designs will be featured on the official State-Fish Art website. One piece of artwork in each grade category will be selected as the national best of show winner, and one entry will be chosen as the annual art of conservation stamp award and be featured on Wildlife Forever's conservation stamp for the coming year. Entries must be postmarked by March 31 each year and must comply with all rules and regulations. An official entry form must accompany all entries.


How to Enter: Students must create an illustration of the Texas state fish or one of the other state fishes and write a composition on its behavior, habitat and conservation. Texas students are encouraged, but not required, to depict the Texas state fish, the Guadalupe bass. Texas entries are judged only against other Texas entries no matter what fish is depicted.

About the Contest: The State-Fish Art Contest is part of a conservation education program designed to spark the imaginations of students while providing valuable lessons about fish and the importance of conserving Texas' aquatic resources. We also offer you the choice to use our free lesson plan.

5. NORTH TEXAS REGIONAL NATIONAL ENGINEERS WEEK FUTURE CITY COMPETITION
FOR 7-8TH GRADERS

This program gives middle school students a fun way to tackle real-world
problems while building their math, science and technology skills.

Ages: Teams of seventh and eighth grade students, with the guidance of a teacher and an
engineer, design a city using SimCity software.

Cost: Cost is minimal and we provide the software.
The winning team gets a trip to Washington, DC to compete in the national finals.

Details: Last year was the seventh year DFW hosted a regional competition. More
than 600 students participated. Dozens of engineers have already signed up

6. NATIONAL CONGRESSIONAL ART COMPETITION FOR NORTH TEXAS HIGH SCHOOL STUDENTS

SPRING 2008 --- See Deadlines Below

Who: High School Students in North Texas

Details: "An Artistic Discovery" is the annual nationwide Congressional High School Art Competition initiated by Members of the U.S. House of Representatives. Each Congressional District may host its own competition, and since the competition was first launched in 1982, hundreds of thousands of students have participated in over 5000 locally conducted contests.

This spring, several North Texas Congressional offices will hold contests. The winning student from each district will have his or her artwork displayed in the U.S. Capitol complex for one year! In addition, the winners and their two guests are invited to the nation's capital in the summer to attend a ribbon-cutting ceremony honoring the winning artists from across the country and opening the 2008 "An Artistic Discovery" exhibition. Thousands of people visiting the nation's capitol, as well as Members of Congress and their staffs, are able to walk through the exhibit daily, viewing artwork from Congressional districts throughout the country-each piece highlighted with the name of the work and student artist.

7. CITY OF FORT WORTH YOUTH ADVISORY BOARD


In recent years, there has been a growing trend to involve youth in local government. The Fort Worth City Council believes that the voices of young people are important. To facilitate that, the Council has approved a new Youth Advisory Board for the City of Fort Worth. The Youth Advisory Board will advise the City Council on issues regarding the youth in the City of Fort Worth. A brief summary of the Youth Advisory Board follows.

Who May Apply: High school age students who are between the ages of 14-18 and who reside in Fort Worth may submit an application for consideration for appointment to the advisory board.


Purpose:
The Youth Advisory Board shall:
• act in an advisory capacity to the Fort Worth City Council;
• study youth issues important to the community;
• encourage youth to become actively involved in matters pertaining to the community; and,
• act as a source of information and education on issues important to youth.


Members:
The Youth Advisory Board shall be composed of 27 members who will meet bi-monthly.

Activities:
To be determined by the Youth Advisory Board, following the direction of City Council.

8. TEXAS HOME SCHOOL COALITION GOOD CITIZENSHIP AWARD PROGRAM


In 1915 the Texas legislature adopted a compulsory attendance statute as part of the Texas Education Code. This law required attendance of children in a public school unless they had a tutor or went to a private or parochial school that taught a course in good citizenship. Over seventy years later the Tarrant County judge who ruled in the Leeper v. Arlington ISD case that home schools were indeed legal in Texas also required that students who were taught at home use a curriculum from any source that covered the “basic educational goals of reading, spelling, grammar, math, and a course in good citizenship.” He used the language of good citizenship because it was in the compulsory attendance statute that exempted students from public school if they were going to a private school. The judge determined that such a course was a civics course or a study of government.

The Good Citizenship Certificates and Awards
THSC has instituted an ongoing program to recognize home school students who participate in good citizenship activities with its Good Citizenship Certificate. This certificate will be awarded to each student who participates with at least forty (40) hours of volunteer work in any combination from the following areas: Voter Registration, Political Party Process, Campaign Process, and Legislative Process.

Home school students may be awarded THSC Good Citizenship Certificates at any time following the completion of 40 hours of good citizenship work.

Any home schooled student who earns a Good Citizenship Certificate is automatically entered into the competition for THSC’s Good Citizenship Awards. The following awards recognize the Texas students with the most volunteer hours (highest number of voters registered for the Alamo Award) in each category and are presented at the annual THSC Awards Banquet.

Alamo Award
New voters can be registered most easily when an adult becomes a deputy voter registrar. The parent or support group member can then work with home school students as a deputy voter registrar to take voter registration cards to people who fill t hem in and give them to the deputy voter registrar. These completed cards will then be delivered by the deputy voter registrar to the voter registrar of the county. Home school students can use meetings of support groups, church meetings, and other gathering to register new voters. Deputy voter registrars will be responsible for documenting the number of hours completed by home school students in this area for credit toward the THSC Good Citizenship Certificate. In addition, THSC will award the Alamo Good Citizenship Award to the student who registers the most new voters in Texas for each year.

Ranger Award
Credit for the certificate may also be earned by volunteer work in the campaign of candidates for public office. Any local, state, or federal campaign qualifies for this effort. Campaign officials are responsible for documenting the number of hours completed by home school students in this area for credit toward the THSC Good Citizenship Certificate. In addition, THSC will award the Ranger Good Citizenship Award to the student with the most hours of volunteer work in political campaigns.

Lone Star Award
Home school students may earn credit for good citizenship in the political party process by volunteering to help at precinct, county/senatorial, or state conventions or other political party functions of their chosen political party. Political party officers are responsible for documenting the number of hours completed by home school students in this area for credit toward the THSC Good Citizenship Certificate. In addition, THSC will award the Lone Star Good Citizenship Award to the home school student with the most hours in the category of the political party process in Texas.

Republic Award
Finally, credit for this certificate may also be earned by students who are involved in the legislative process at any local, state, or federal level. Time spent in working for or against any particular issue qualifies. Parents or leaders of any group working on such issues are responsible for documenting the number of hours completed by home school students in this area for credit toward the THSC Good Citizenship Certificate. In addition, THSC will award the Republic Good Citizenship Award to the home school student with the most hours each year in the category of the legislative process.


The THSC Good Citizenship Certificates will be mailed to students upon receipt of verification from the officials documenting the hours. The Alamo, Ranger, Lone Star & Republic Awards will be given to winners at the THSC Awards Banquet held each year.

MARCH 8 - APRIL 13 --- DALLAS BLOOMS

The 2008 festival theme is The Star of Texas, and one of the best things about our great state. The incredible beauty of the arboretum, will be highlighted throughout the festival. This will include music, food, celebrities, poetry, and our rich history. The centerpiece of Dallas Blooms: The Star of Texas, will include a giant flower-filled star and other theme-inspired topiaries that will fill the garden. Dallas Blooms will feature more than 400,000 spring-blooming bulbs, over 3,000 azaleas and thousands of another annuals and perennials spread throughout the 66-acre garden. The 2008 festival is a fun-filled five-week, six-weekend event and is the largest outdoor floral festival in the Southwest. Popular themed activities that are being planned include, trick roping, hay rides, armadillo races and, country and western entertainment with an old fashioned square dance. Favorite activities return, including Mommy & Me Mondays and Tiny Tots Tuesdays.

What's in Bloom
No matter the time of year, the Arboretum is always in bloom. Both spring and fall feature wild bursts of color. Summer does nothing to diminish the bloom of the Arboretum plantings, which thrive on the warmth of Dallas' summer months. And, because of Dallas' temperate winter temperature, the arboretum is even in blooming the middle of winter. Regardless when you come, there will be plenty to see and plenty of flowers to enjoy.

The Fort Worth Nature Center and Refuge (FWNC&R) is located just inside the city limits of Fort Worth, TX.

The Heritage Farmstead Museum Grounds are a great place to take your kids to experience life on the farm.

28. PERFORMANCES AT CATS THEATER IN ARLINGTON

FEBRUARY 22 - MARCH 2 --- Follow That Rabbit
From the moment Alice falls down a rabbit hole into the zany world of Wonderland, the fun never stops. You'll meet talking birds and animals, singing flowers, hilariously comic kings and queens . . . and find yourself attending a race where the contestants run in circles getting nowhere and everybody wins! There's a frantic tea party ruled over by the Mad Hatter; and a funny scene where Alice must deal with a pepper-sneezing Duchess and a baby that turns into a pig! The finale has Alice at the trial of the Knave of Hearts for stealing tarts; and she is suddenly the accused. Here's a modern view of a classic where nonsense makes good sense. And Alice even finds a new friend: the watch-carrying White Rabbit.

MARCH 28 - APRIL 6 --- Pied Piper of Hamlin (Auditions February 11-12)
The singing, rhyming citizens of Hamelin hope to win a competition with rival towns for royal recognition. To this end, the mayor outlaws play (which is a bit hard on the children) and refuses to help a rival town when it's flooded. But rats (seen only as shadows), fleeing the flood, invade Hamelin in droves; a magical piper, whose music only children (and rats) can hear, strikes a bargain...which, once the rats are gone, the Mayor and council renege on, to their subsequent regret.

MAY 2 - 11 --- Disney’s Beauty and the Beast (Open Auditions March 10-12)

Step into the enchanted world of Broadway’s modern classic, Disney’s BEAUTY AND THE BEAST. You will be transported to a lovely French provincial town where the beautiful Belle lives with her father - a silly inventor. When her father doesn’t return from a trip to the local fair, Belle rushes off to find him. To her dismay, she discovers he is being held captive in an old castle by a horrible beast. She trades her freedom for his and the “tale as old as time” begins.

Artisan Center Theater holds quality, "in the round" performances that are family-friendly, entertaining, and
affordable! Artie's Playhouse, their Interactive Children's Theater, offers original, fun-for-all-ages productions
featuring familiar characters and themes, but with fresh twists that keep it entertaining and exciting for
parents as well as children. Each story has its own character focus, which is reinforced throughout the play.

The plays are about 30-45 minutes long, and include lots of audience participation to hold the interest of

The Carter holds one of the country’s largest and most important collections of photographs. This exhibition features works from the earliest years of the medium up to the present day, grouped in categories of portraiture, still life, documentary and street photography, and landscape.

THROUGH JULY 27 --- 100 Years of Autochrome
See a selection of photographs and other materials from the Carter’s collection that together celebrate the 100th anniversary of the autochrome, the first commercially viable color photographic process.

FEBRUARY 16 -APRIL 27 --- The Art of the American Snapshot, 1888 - 1978
With the advent of George Eastman’s Kodak camera and roll film in 1888, photography became an everyday aspect of modern life. Trace the history of the snapshot in America, from the late nineteenth century up to the 1970s, in this special exhibition organized by the National Gallery of Art. From the Robert E. Jackson Collection.

MARCH 8 - JUNE 15 --- Fort Worth Landmarks in the 1950s: Watercolors by Broro Utter
Seventeen brilliant watercolors by Bror Utter (1913-1993) depict historic Fort Worth structures, some of which still stand while others were torn down many years ago. The Eddleman-McFarland House, St. Ignatius Academy, Knights of Pythias, and First National Bank are some of the buildings represented.

Details: This will be the largest and most comprehensive retrospective ever presented in the United States of the career of J. M. W. Turner (1775-1851), one of the greatest landscape painters in the history of art. The exhibition of approximately 140 works, divided almost evenly between oils and works on paper, will include masterworks representing his extensive range of subjects-seascapes, topographical views, historical events, mythology, modern life, and scenes from his own fertile imagination. Many of these works have never been shown in the United States. The exhibition will also survey Turner’s mastery of watercolor from highly innovative and experimental sketches and studies to large-scale finished works. Among these will be Tintern Abbey (1794), The Battle of Fort Rock, Val d’Aouste, Piedmont 1796 (1815), Sunset (c.1820-1830), and Norham Castle, on the River Tweed (c. 1822-1823) from Tate Britain.
MARCH 23 - JULY 20 --- Bluebonnets and Beyond: Julian Onderdonk, American Impressionist
Details: This spring the Dallas Museum of Art will present Bluebonnets and Beyond: Julian Onderdonk, American Impressionist, celebrating the work of a great landscape artist and native son. The exhibition will be on view through July 20, 2008, in the J. E. R. Chilton and Focus Galleries.

During his short life, Julian Onderdonk (1882-1922) transformed the Texas landscape, creating indelible images of the Lone Star State.
One of William Merritt Chase’s most dazzling students at the Shinnecock Summer School in Long Island, Onderdonk brought Chase’s aesthetic of nature to an entirely new part of the American landscape. By his death at age 40, Onderdonk had been christened “The Bluebonnet Painter” in recognition of the success of his lush signature landscapes of fields of the state flower.

Onderdonk’s works command pride of place among collectors of Texas art. His scenes spawned a host of imitators who to this day have never equaled the artist’s style. The components of his technique-and its dialogue with 19th- and 20th-century American art-have never been explored in depth and he has yet to earn his place in the history of American art.
Bluebonnets and Beyond -the first sustained look at Julian Onderdonk in twenty years-will redress the balance. Not only does it showcase the complexity of Onderdonk’s own work, but it also challenges traditional classifications of regionalist and mainstream art.
